The note

Chandigarh’s available public record concentrates around a small number of library and festival nodes, Panjab University’s A.C. Joshi Library chief among them. Campus-led reading culture likely deserves more attention than current sources show.

This edition is intentionally quieter than it could be made to look: it would be easy to inflate Chandigarh into an exaggerated literary hub using festival-adjacent signals alone, and this index avoids doing that.
